Central Registered Body in Scotland(CRBS)
The Central Registered Body in Scotland was established by the Scottish Executive to provide free Disclosures (police checks) for volunteers in the voluntary sector working with children, young people and vulnerable adults.
This service is operated by Volunteer Development Scotland based in Stirling. The CRBS is the only source of free disclosures for volunteers in Scotland. In addition disclosures can be obtained on staff working in the sector at a current cost of £20.
The CRBS has two main functions:
- To administer requests for free standard/enhanced disclosures on volunteers in the voluntary sector wishing to volunteer with ‘vulnerable people’. These checks include verification that the organisation requiring the disclosures is bona fide, that the voluntary work to be undertaken requires a disclosure and when this has been ascertained passing the Disclosure onto Disclosure Scotland.
- To provide the people using the service with information and assistance with making decisions about the suitability of volunteers. The main issues surrounding disclosure are human rights, data protection, confidentiality and ensuring that ex-offenders are treated fairly when accessing volunteering opportunities.

What does this mean?
As part of the process of registration with CRBS the ‘lead signatory’ or ‘collator’ has to have their identity verified. This is done by providing proof of identity – ideally this comprises two pieces of photographic identity (e.g. passport and driving licence) and one piece of identification confirming home address (e.g. current utilities bill, bank statement or building society statement).
In addition to the proof of identity mentioned above a passport sized photograph is also required.
Originally, verification of someone’s identity was carried out the CRBS offices in Stirling or at a CRBS workshop. Now, as ‘Trusted Partners’, this verification can be carried out at all our Centres.
CRBS Training courses
CRBS offers a comprehensive training programme to meet the needs of all voluntary sector organisations wishing to access disclosure certificates for paid and unpaid staff working with children and/or adults at risk.
Our training sessions are tailored to meet the needs of both non-enrolled and enrolled organisation and cover all issues relevant to the disclosure process.
We also offer training to organisations on the Protection of Vulnerable Groups Act and the new Protection of Vulnerable Groups disclosure scheme, which will go live in February 2011.
CRBS is committed and would welcome the opportunity to deliver training, particularly on the new Protection of Vulnerable Groups (Scotland) Act directly to local groups and organisations.

Protection of Vulnerable Groups (Scotland) Act 2007 (PVG) Training - Full Day Session
This training is aimed at organisations enrolled with CRBS to ensure they are prepared and understand their requirements and obligations under the new PVG Scheme.
The training will cover the following areas which are relevant to the new PVG Scheme:
• Determining who within organisations should be asked to join the Scheme
• How to access disclosure applications under the new Scheme
• Understanding the new types of disclosures that will be available under the new Scheme
• Defining regulated work with children and protected adults
• Understanding harm and risk of harm in relation to the new Scheme
• Understanding the criteria and requirements for making effective referrals under the new Scheme
Cost: free to all voluntary sector organisations
General Awareness Training - Half Day Session
This session is suitable for individuals/organisations who are wishing to enrol with CRBS. The event will give detailed information on the following:
• The enrolment process
• Identifying positions within your organisations that require a disclosure check
• Dealing with disclosure information
• CRBS additional services
• Good recruitment practice
Cost: free to all voluntary sector organisations
Signatory Training – Half Day Session
This session is for both newly enrolled and existing lead person’s and signatories who are looking for further support, information and guidance on the following:
• Enrolled organisation and lead person/signatory requirements
• How to correctly complete a disclosure application form & cover sheet
• Correct procedures for checking the Identification of potential staff/volunteers
• How to reduce disclosure application error rates
